Gay-Rights Bill Highlights German Coalition Split

The Wall Street Journal reports that Germany’s justice ministry circulated draft legislation to grant homosexual couples in civil unions many of the same rights as married heterosexuals, adding fuel to a dispute within Chancellor Angela Merkel’s ruling coalition over gay rights.
